Cardinal Marc Ouellet responds to Viganò charges, accuses him of blasphemy

Cardinal Marc Ouellet, prefect of the Congregation for bishops, in an open letter to Archbishop Carlo Maria Viganò, has released a detailed and devastating response to former nuncio’s accusations against Pope Francis regarding the case of Archbishop Theodore McCarrick, charging him with “blasphemy” for calling into question the faith of the pope and calling on him to repent.

The Vatican released the letter in the original French, accompanied by an Italian translation, around 10:30 on Sunday morning (Rome time), Oct. 7.

The Canadian cardinal begins the letter by recalling that Archbishop Viganò, in his second letter released a week ago “denounced Pope Francis and the Roman Curia” and appealed to him “to speak the truth” about “the facts that you interpret as an endemic corruption that invaded the hierarchy of the church up to the highest level.”

He said that, with the “necessary permission” of Pope Francis, he now gives “my personal testimony as prefect of the congregation of bishops, about the matters regarding the emeritus archbishop of Washington, Theodore McCarrick, and his presumed links with Pope Francis, that constitute the object of your clamorous public denunciation as well as your demand that the Holy Father resign.”

“Your present position appears to me as incomprehensible and extremely reprehensible, not only because of the confusion that it sows in the People of God but also because of the accusations that seriously damage the good name of the Successors of the Apostles.”

He said that he writes “on the basis of my personal contacts and of the documents in the archives” of the congregation of bishops “that are currently the object of a study to throw light on this sad case.”

Addressing him “in full sincerity, by reason of the good relation of collaboration that existed between us when you were nuncio in Washington,” the cardinal tells Archbishop Viganò, “your present position appears to me an incomprehensible and extremely reprehensible, not only because of the confusion that it sows in the People of God, but also because of the accusations that seriously damage the good name of the Successors of the Apostles.” It is noteworthy that the cardinal uses the word “successors” because the former nuncio’s letter has not only called Francis into question, but also Benedict XVI, John Paul II and also many bishops.

Then addressing the specific accusations, the cardinal recalled that Archbishop Viganò claims he told Pope Francis, in a private audience, on June 23 about the case of Archbishop McCarrick, and said “I imagine that because of the enormous quantity of verbal and written information that he had received on many persons and situations” when he met all the nuncios from the different countries in the Vatican two days earlier, “I strongly doubt that [Archbishop] McCarrick would have interested him to the point that you wish to make [people] believe.” He recalls that Archbishop McCarrick was then 82 years old and an emeritus archbishop for seven years.

Cardinal Ouellet then says that “the written instructions prepared for you by the congregation for bishops at the beginning of your service [as nuncio] in 2011, say nothing about [Archbishop] McCarrick.” But, he acknowledges that in a private conversation with Archbishop Viganò, “I told you about the situation of the emeritus bishop who had to obey to certain conditions and restrictions because of the rumors about his behavior in the past.”

Significantly, the cardinal adds that since he took over as prefect of the congregation for bishops on June 30, 2010, “I never brought the [Archbishop] McCarrick case to an audience with Pope Benedict XVI or Pope Francis, except in these last days after his leaving the college of cardinals.”

He said that the former cardinal, who went into retirement in May 2006, “was strongly exhorted not to travel and not to appear in public, so as not to provoke rumors in his regard. It is false to present the measures taken against him as ‘sanctions’ that were decreed by Pope Benedict XVI and annulled by Pope Francis.”

Moreover, he said, that an “examination of the archives” shows “that there are no documents in this regard signed by one or other pope, nor notes of an audience with my predecessor, Cardinal Giovanni-Battista Re, that gave the emeritus-archbishop McCarrick an order obliging him to silence and to the private life, with the rigor of penal sanctions.”

He explained that “the reason was they there was not then, unlike today, sufficient proof of his presumed guilt.”

He said this explains “the position inspired by prudence” of the congregation and “the letters of my predecessor and me that reaffirmed, through the apostolic nuncio Pietro Sambi, and then also through you, the exhortation to a discreet style of life of prayer and penance for his own good and that of the church.”

Cardinal Ouellet said that “his case would have been the object of new disciplinary measures if the nunciature in Washington or any other source had provided us with recent and decisive information regarding his behavior.”

He said he hopes, “as do many others, out of respect for the victims and for the demands of justice, that the investigation underway in the United States and in the Roman Curia will finally offer us a comprehensive critical vision of the procedures and of the circumstances of this painful case, so that such fact may never be repeated in the future.”

The cardinal expresses his own astonishment that “a man of the church, whose incoherence is known today, could be promoted at various times, even to being given the highest functions of the archbishop of Washington and cardinal.” He admits “the defects of the system” in the selection of Archbishop McCarrick and adds that “without going into those details, it should be understood that the Supreme Pontiff depends on the information at his disposal in that precise moment and this information constitutes the object of a prudential judgment that is not infallible.”

Cardinal Ouellet tells Archbishop Viganò that he considers it “unjust to conclude that the persons charged with making the advance discernment are corrupt, also if, some indications, provided by testimonies, should have been further examined.”

He says that Archbishop McCarrick “knew how to defend himself with great skill from the doubts raised in his regard.” On the other hand, he says, “the fact that there can be persons in the Vatican that practice and sustain behavior contrary to the values of the Gospel in matters of sexual morality does not authorize us to generalize and to declare as unworthy and accomplice of this one or that or even of the Holy Father.” He said “it should not happen above all that the ministers of truth should have to protect themselves from calumny and defamation.”

He then told Archbishop Viganò frankly that “to accuse Pope Francis of having covered up with full knowledge of the case of this presumed sexual predator and to be therefore an accomplice of the corruption that is spread in the church, to the point of holding him unworthy to continue his reform as first pastor of the church, is for me incredible and unbelievable from all points of view.”

The cardinal said “I cannot understand how you could have allowed yourself to be convinced of this monstrous accusation that does not stand up.” He recalls that Pope Francis “had nothing to do with the promotions of Archbishop McCarrick to New York, Metuchen, Newark and Washington.” But it was he “who removed him from the dignity of cardinal when credible evidence that he had abused a minor was presented [to him].”

Archbishop Viganò had accused the pope of taking Archbishop McCarrick as his “great advisor,” but the cardinal said Francis had never alluded to this, “even though he does not hide the trust he gives to some prelates.”

He said he understood that these prelates are “not those of your preference, nor of the friends that sustain you in your interpretation of facts.”

“I cannot understand how you could have allowed yourself to be convinced of this monstrous accusation that does not stand up.”

Cardinal Ouellet told Archbishop Viganò, “I find it totally aberrant that you take profit from this clamorous scandal of the sexual abuses in the United States to hit at the moral authority of your superior, the Supreme Pontiff, with an unheard of an unmerited blow.”

Cardinal Ouellet said that he meets Pope Francis every week regarding the nomination of bishops and problems governing the church worldwide, and added, “I know well how he treats people and problems: with great charity, mercy, attention and seriousness, as you yourself have experienced.”

Then in an extraordinary indictment, the cardinal told the former nuncio, “reading how you conclude your last message, apparently very spiritual, making fun of him and casting doubt on his faith, seems to me to be truly too sarcastic, even blasphemous. This cannot come from the Holy Spirit!”

The cardinal then, implying that Archbishop Viganò had put himself outside the church, said he wished “to help you to find again communion with him who is the visible guarantor of the communion of the Catholic Church.”

He said he understood the “bitternesses and disappointments” that have marked his path in service of the Holy See, but said “you cannot conclude your priestly life in open and scandalous rebellion that inflicts a very serious wound” on the church “which you pretend to serve better by aggravating division and distress in the people of God.”

Cardinal Ouellet calls on Archbishop Viganò: “Come out of your clandestinity, repent of your revolt and return to better sentiments to the Holy Father, instead of aggravating hostility against him.”

He asked the archbishop: “how can you celebrate the Holy Eucharist and pronounce his name in the canon of the Mass? How can you pray the holy Rosary, and to St. Michael the Archangel and the Mother of God, when you condemn him whom She protects and accompanies every day in his heavy and courageous ministry?”

Cardinal Ouellet concludes his letter with these words: “In response your unjust and unjustifiable attack, dear [Archbishop] Viganò, I conclude that the accusation is a political setup devoid of real foundation that could incriminate the pope, and I repeat that it has profoundly wounded the communion of the church.”

He added, “May it please God that this injustice is rapidly repaired and that Pope Francis continues to be recognized for what he is: a distinguished pastor, a compassionate and firm father, a prophetic charismatic for the church and the world. May he continue with joy and full trust his missionary reform, comforted by the prayer of the people of God and the renewed solidarity of the whole church together with Mary, the Queen of the holy rosary.”

What strikes me most is the style, form and tone of Cardinal Ouellet's response, a nearly perfect example of "Discasterian" that will, I am guessing, simply be taken as "proof" that Archbishop Vigano is correct.

not impressed with Card. Quellette at all; he is very defensive and protector of Bergoglio and Bergoglio can speak for himself adequately. Archbp Vigano I believe was very privy to info as the Papal Nuncio of the US more so that Card Quellette. Arbp Vigano has spoken the Truth, and the Vatican and Co. don't like it. Talk about disrespect, what about Bergoglio disrespect to Trad Catholics and his aversion to them and religious communities he has zapped because they are Traditional. Too much subjective politics. Card Quellette is just trying to pull his weight as a cardinal because he wears a red hat. The red hat will get no one into Heaven after what took place with John 23 and Paul VI set to follow by the red hats and the Rhine Countries and horrible fruits produced the past 50 years plus.

In a previous story about Vigano’s letter I wrote that it created as much if not more scandal among Catholics as did the accusations against McCarrick. Were some of the faithful treated with as much effort to repair sin as has been offered to Vigano! It is a lesson to some of our clergy.

This is a very credible response from Cardinal Ouellet, and goes a long way to address the more severe Charges from Archbishop Vigano. Along with the now authorized investigations into the promotions of McCarrick in the US and the Vatican, I expect significant light to be revealed on the matter in the coming months. My current read is:
1) McCarrick was very persuasive and duped many people, diminishing the rumors' impact.
2) Those who were political/doctrinal allies of McCarrick were most disposed to believe him.
3) The 3 popes involved in the McCarrick case were never given the full details of the rumors.
4) They were not informed of the settlements in NJ, or they were presented as false charges.
5) Pope BXVI was most suspicious and approved non-canonical restrictions on McCarrick.
6) Pope Francis relaxed those "restrictions" - possibly didn't even know them.
7) There is a dispute among cardinals on how hard to discipline noncriminal sexual sins.
8) Cardinal Mueller was let go by pope Francis from the CDF because he was most aggressive in defrocking underage abusers and some bishops, including Pope Francis, thought this insufficiently merciful.
9) Pope Francis has now been burned by several clergy he thought were reforming their lives, only to find out he didn't know they had also committed crimes.
10) The Catholic doctrine on homosexuality, never changed, is now more firm than ever since many who wanted to relax it have been burned by later revelations.

I hope the Holy See and U.S. investigators will fully disclose:

1. All information concerning McCarrick that will refute or support the allegations of his sexual abusive behavior of seminarians...this means "who knew what and when did they know it."

2. All information that convincingly explains how McCarrick was promoted to Cardinal in light of statements made that many US Bishops and Cardinals knew about his sexual abuse behavior for decades, as well as the Apostolic Nuncio to the U.S. by Fr. Ramsey's letter

3. All information and evidence that refute or support allegations against Popes Benedict XVI and Francis by Vigano.

4. All information that refute or support the allegations of sexual crimes, immoral sexual behavior, coverup and gross negligence by priests/bishops/cardinals or popes.

As for Cardinal Ouelett's letter to Archbishop Vigano, I agree with some of of his remarks about Vigano's statements. For example, Vigano's unsubstantiated and irresponsible call for Pope Francis to resign and his accusations that Pope Francis committed heresy. On the other hand, while Cardinal Ouellet defended Pope Francis and rightly chastised Archbishop Vigano, Cardinal Ouellet did not provide any credible evidence in his letter. He did say that credible evidence will be forthcoming as the investigators finish their work.

What Cardinal Ouelett's letter did not address is an important question: Who are these 'Holy See and U.S. investigators? I hope these investigators consist of all or mostly independent, impartial and qualified lay people, and these investigators are not all or mostly bishops and cardinals. If the latter, the credibility of these investigations will come under significant criticism.

I hope all of us we not jump to definitive conclusions about the guilt of any priest/bishop/cardinal/pope involved or named in the PA Grand Jury Report, the entire McCarrick Scandal or Vigano's letter. While there may be some credible evidence that exists that strongly supports that sexual abusive crimes were committed, immoral sexual behavior happened, and compelling evidence of coverup and possible gross neglegence, "every person should be presumed innocent until proven guilty." We need to wait until 'all the information and its analyses and conclusions' are fully made transparent and public by a thorough independent investigation.

However, since Vigano is a principal in much of this, why haven't you also asked for an investigation of the claim of two Auxilliary Bishops that Vigano when Nuncio pressed to have the investigation into Archbishop Nienstedt stopped? The only person saying that sanctions existed against McCarrick is Vigano - as so much depends on the truth of his assertion, aren't you eager to be sure he is a dependable witness?

Let's get real here FC. I find your comment ridiculous and absurd. My comments do not exhaust every question or accusation, so please do not pretend to be asking a reasonable question....like am I eager to ensure that Vigano is a dependable witness. I believe they mask another agenda of yours. These are blog comments about Cardinal Ouette's response to Vigano's letter. If I do not mention every detail in a long commentary does not detract from the point of my comments or my good intentions. Anyone that has been accused of the covered up of sexual crimes or ignored legitimate accusations of sexual abuse by clergy, or tried to stop any investigation of sexual abuse, et al, should be investigated and held accountable if proven guilty. This encompasses everyone including an accuser.

As I stated, given that Vigano is at the centre of claims against the Pope, it is surprising that your initial list did not seek information that goes to whether Vigano is a reliable witness. It isn't a question of demanding you ask every conceivable question - only the most salient ones. So why the indignation and suggestion that I have some "masked agenda"? Is it that you have one of your own?

As for me, and this is my "agenda", I believe the Church can and should cleanse itself of sexual immorality - but if that is all it does, the core problem, which is the abuse of power, will remain and nothing fundamental will have changed. As Pope Francis says, we also need to see an end to careerism and an end to runaway clericalism - both of which belong to another time and place. Instead of the culture of preferment, innuendo and hearsay, we must have frank, civil and reasoned dialogue as the universal standard. As to leaders, I support those like Pope Francis who show themselves to be docile to the Holy Spirit and help us read the signs of the times with a vision towards the Kingdom of Heaven.

Let me try to be clearer. Please note that I have called for an investigation of the PA Grand Jury Report, the McCarrick scandal and Vigano's letter. Thus, it was axiomatic to me that an investigation into the Vigano's allegations will determine if they are truthful or not. If some or all of his allegations are truthful, then he is a reliable witness... despite the fact that he may have to answer for his own actions that others have accused him of. If Vigano's allegations are untrue and he himself is found guilty of wrong-doing, then he must suffer the consequences. Please note that Vigano can be a reliable witness and also be guilty of wrong-doing. IMO, these are separate issues. Any allegation of serious wrong-doing with respect to sexual abuse or in stopping a legitimate investigation or enquiry into sexual abuse by clergy/bishops should be investigated.

I hope we can put our different points of view behind us, as I agree with your second paragraph. I believe we are both on the same page. I apologize if I unintentionally misrepresented your remarks.

Thanks Michael - I can see now we are travelling in much the same direction and both agree that needless disagreement is a waste of time. Of course I acknowledge that "Vigano can be a reliable witness and also be guilty of wrong-doing", as you say. However, I'm sure you will agree, what is crucial in Vigano's charges against the Pope is the existence of sanctions against McCarrick, and towards this Vigano's reliability crucial as we only have his say-so.

It is worth remembering that Vigano has levelled unprecedented charges against he Pope; and when pressed he alleged Cardinal Ouellet has possession of all that is needed.

and when, as in this case, Vigano's central charge against the Pope (arguably the most damaging) is based on the existence of what he said were "sanctions" imposed by Pope Benedict. It transpires from his second public letter, however, that this is an allegation based solely on hearsay - according to him, Cardinal Ouellet, has the proof.

But blasphemy?
I see Pope Francis as one of the top popes of my life, and I have lived through John Paul II whom I consider a great teacher, and John XXIII who instituted changes I disliked at first, then found I had developed a need to share in them.
For all of my 70 years we have had popes I liked, but Francis it welcome to non-Catholics like no other pope in my lifetime. That is a pope of the church for all people.

I hope the RCC hierarchy is paying attention to the Kavanaugh fall out.

The Director of the FBI testified under oath today that the White House did, in fact, limit the scope of the FBI's investigation. The FBI followed its standard background investigation procedure: it investigated EXACTLY what it was directed by the WH to investigate and dud NOT investigate EXACTLY what it was NOT directed to investigate. It did no less AND no more than directed by the White House.

Kavanaugh is going to go down in history as the guy whose supporters didn't have enough faith in him to risk a thorough investigation, the investigation the President and GOP promised.

I pray the Church learns. This is an exact parallel to what happened in the RCC for decades: an allegation was made; superiors "looked into it" in a way that guaranteed they would get the answer they wanted which was "It did NOT happen", and then moved on with their pre-existing agenda and ways. And all hell is breaking loose.

Sham investigations are evidence of only one thing: the powers-that-be are afraid of the truth about a valued personage and that valued personage doubts himself too much to want all the information on the table for all to see.

I pray the RCC is beyond that, even if the U.S. Congress and White House are not.

You made the right decision about your editorial. The message to victims of sexual assault is crystal clear: you matter, unless the accused matters more and we are willing to corrupt the investigation to protect high-value persons when one is accused. Shameful. I pray the RCC has learned ITS lesson.

Wray told Congress the FBI investigation of Brett Kavanaugh was handled in a way “consistent” with other such probes. LA Times: “My folks have assured me that the usual process was followed,” Wray testified to the Senate Homeland Security Committee in response to questions by Sen. Kamala Harris (D-Calif.) about the White House’s involvement in the process." It is only thought a sham because the inquisition failed. It was totally unnecessary and the Democrats said no matter how it came out they would vote against him anyway. Listen to pro-abortion Susan Collins.
What amazes me is the new standard for Democrat gullibility is Swetnick. None are calling her out, not even you.

Tim, you are correct about Wray's statement that the supplemental background was conducted in the usual way for background checks. That is, it was limited exactly as I stated: these allegations of sexual assault were NOT investigated the way the FBI would normally conduct an investigation of a crime. The FBI was handed a checklist by the White House and they worked their checklist and nothing more.

Again, the message is clear to people considering whether to report they have been sexually assaulted: there will be no standard for investigating sexual assault. It will change depending on who the alleged perpetrator of the crime.

Tim, it is astonishing to hear someone say OUT LOUD that "it was totally unnecessary" for Congress to require a standard law enforcement investigation of allegations of sexual assault against a candidate for government service.

Are you not able to hear that that is what the RCC did? "Father/Bishop/Cardinal has lived a holy life as a servant of God and the Church and it is inconceivable that this good man could have committed these assaults. Think of the hundreds of children he taught who have not complained! Think of the parishioners he has counseled who have not complained! And he TOLD the Bishop/Cardinal/lawyer to their faces he did NOT do it and he is praying for his accusers."

My guess re: Swetnik: she is not being "called out" because too many adult Americans remember parties like the one she describes. An 84 year old woman I know told me -- the first time she told anyone the first story -- that these allegations by these women reminded her of two events from her freshman year in college: 1) looking for her coat at a Jesuit college house party. She saw a bunch of guys gathered around a door and pushed through, only to to be pushed back out after she saw a man and woman having sex while another guy watched. She is now haunted by the realization that what she saw was a drunk woman being raped --------- and all she did was get the heck out of there for her own safety and she never told a soul. And 2) a college roommate coming home from a Jesuit college dance after waking up in a hotel room with her dress pulled down to her waist and her date on top of her.

THAT is why people are not tearing Julie Swetnik apart: women (and, thus, men) know this stuff happens, has always happened and doesn't get reported. And that wealthy, well educated young white men who go on to successful, professional, decent lives sometimes participate in these sexual assaults. Does that mean Swetnik's allegations are true? No it does not AND we will never know. They were not investigated AT ALL. And we will never know whether the Ford and Ramirez allegations were true because those allegations were not investigated according to standard, best practice law enforcement investigations. Wray was clear: the FBI was handed a checklist and they worked their checklist. The FBI did its job but they did not conduct a law enforcement investigation into allegations of sexual assault.

And AGAIN the message is clear: sexual assault allegations will be treated "any old which way"....

I pray the RCC has learned its lesson, even if Congress, the White House and YOU have not.

Brookbank - when asking for an FBI investigation, you and many others said no one was considering this a criminal investigation, since it was just a job interview. Of course, there was no FBI criminal investigation, since no one brought forth a criminal charge (including even Swetnick on NBC - she couldn't be sure). Commenting on the toxic masculinity article, I said "My proposal: have the vote on Monday for confirmation... if credible evidence can substantiate a charge, then indict him, bring him to trial and impeach him if found guilty. Otherwise, leave him alone. That is what "innocent until proven guilty" means." I stand by that and fully expect a frivolous lawsuit judgment. The more Ford's recovered memory is analyzed, the more holes there are in her story (the fear of flying, the 2nd door, now known to be built 4 yrs before the therapy, 4 people in the room, logistic impossibilities, etc.). The Katz lawyer link between Swetnick and Ford is very suspicious and their refusal to give up the therapist notes (which contradict her present statements). I hope the dirty Dems continue their overreach on this all the way to the election.

Involved/interested/publicizing, we will focus on THAT and avoid the risk that a best practices, wholly neutral law enforcement MAY turn up facts inconvenient to pro-Kavanaugh/pro-RCC forces.

And the message remains the same: allegations of sexual assault will be investigated according to which way the winds of politics and power are blowing which means reporters of sexuL assault are taking enormous chances when they report that there will be rhyme or reason to the investigation, if the person is connected to a powerful institution.

If you are indeed a medical professional, you understand the concepts of standard investigation, best practice, avoiding bias and that credibility is questioned when practitioner, diagnosis, treatment, outcomes do not follow best practice and standards.

Your focus is Kavanaugh's confirmation. The Church's focus was the unquestioned holiness and authority of its clerics. My focus is assuring that ALL allegations of sexual assault be investigated by law enforcement (not churches, nor Congress, not colleges, not employers, not Catholics in the comment sections of America, not FOX and CNN and MSNBC) and that persons who report sexual assault know what to expect regardless of context and regardless of who promises a law enforcement investigatiin. The focus of RCC victim advocates is the same.

Again you demonstrate WHY the editors made the right call in withdrawing their support.

Finally, as Senator Heitkamp and the editors said, winning is not the important thing.

Brookbank - I have called for serious investigations for both child abuse and homosexual abuse like McCarrick. But, I have been equally repelled by false accusations of priests, as my comments on Bishop Rhoades and the many reinstated priests in Philadelphia confirm. It is so terrible to be falsely accused that there is one commandment dedicated to it. The Kavanaugh affair was always about abortion and later about #MeToo, and none of the accusations would have surfaced if not for political opportunism. I believe all allegations were transparently false, and demonstrably unsubstantiated. But, if anyone with standing thinks otherwise, let them look for their day in court. Otherwise, let them look to their own sins and stop making up other people's sins and crimes.

There is a right way and wrong way to conduct investigations of allegations of sexual assault. Had the Kavanaugh investigation been an appropriate, best practices sexual assault investigation, it is unlikely you and others among his supporters would still be scouring the corners of the internet for proof. That is who was confirmed to the Supreme Court: a guy so incompletely, and thus so unconvincingly, investigated that his supporters are still trying prove his case. No one truly wins these days when investigations into sexual assault allegations are shams.

Your side has never sought any evidence for the alleged assault (on the internet, in Palo Alto, or anywhere), since your side has already said the allegation was itself sufficient justification for Kavanaugh's nomination to be withdrawn. The FBI said there was nothing to investigate. The Dems said investigate anyway. Then they investigated in their normal manner and found no corroborating evidence. Then the Dems say it must be a sham unless corroborating evidence is found. It is completely circular. For my part, I want an investigation to proceed right up until the mid-terms. The Bethesda and Palo Alto cities are controlled by Democrat politicians. They can initiate an investigation anytime they want to. I bet they pass. And, I bet we never see the therapists notes. Did you know that the "second door" argument for going to the therapist has been proven false. It was built 4 years earlier so that part of the house could be rented out. They received income from that rental.

Excellent analysis by Ed Condon/CNA today. Cardinal Ouellet has confirmed several things:
1) During McCarrick's retirement, the Vatican knew something of the allegations against him.
2) Someone in the Vatican (Pope Benedict XVI?) did "something" about them.
3) Someone in the Vatican told Archbishop Viganò as he was going to the US as nuncio.
4) Restrictions were communicated to McCarrick via "letters" & nuncios Sambi and Viganò.
5) It is less likely that these instructions were formerly canonical
6) McCarrick can only have been directed to lead a life of prayer and penance if some bad behavior was believed, "even while they were lacking probative evidence." - A standard Democrats couldn't muster in the Kavanaugh inquisition.
7) It appears Pope Francis gave McCarrick a fresh start, for a reason to be determined.
